Water and Sewer Administration
This office is responsible for providing water administrative services for the City of Franklin. Responsibilities include maintaining records, preparing and administering the water/wastewater annual budget, approving construction plans for future infrastructure, enforcing the water/wastewater ordinances, monitoring staff requirements, ensuring improvements are installed to standards, and providing quality service to our customers. The main focus during the last fiscal year was the expansion of the wastewater treatment plant and the continued implementation of long-term water supply. The City of Franklin furnishes water and sewer service, subject to the rules and regulations of the City, as approved by the Board of Mayor and Aldermen, and under rules promulgated by the State of Tennessee.
Connection Fee
A fee of $25.00 is required for new construction only, at which time tap fees are paid. You can download an application here.
Tap Fees for New Connections
Tap fees are charged for new service to tie onto the water/sewer system. Contact the Engineering Department to initiate engineering reviews.
Billing
There is a $50.00 non-refundable application fee for new and transferring customers to offset bookkeeping and field work incurred by the City of Franklin. Residential application forms are available here . Commercial application forms are available here. You will not receive a bill the first month unless there is 15 days between the beginning date of service and the meter reading date. Meters are read and billed monthly. The City of Franklin does not adjust water or sewer bills for lawn sprinkling. Bills must be paid on or before the due date shown to obtain the net rate (without penalty). Failure to receive a bill will not release a customer from payment obligation, nor extended the discount date. A late fee of 10% is applied should the payment not be received by the "Late After" date. In the event a bill is not paid on or before ten (10) days after the "Late After" date, the customer's service may be discontinued without further notice.
There will be a minimum of 1000 gallons per customer. Where applicable, the following fees must be added to the water fee to equal the total amount.
- Sales Tax: 9.25% of the water fee
Reconnection Charges
In the event the customer fails to pay the entire bill within the due date, the water will be subject to cut-off and a $35.00 fee will be due for continued service. The fee for reconnection after service department hours (after 4:00 PM) is $75.00.
Seasonal Service Fee
A customer may request a seasonal temporary turn off. There will be a fee of $25.00 for this service. The account will remain active and there will be a minumum bill assessed for each billing period.
Temporary Turn-Off Fee
If a customer wishes to be temporarily turned off for repairs or any other purpose for the customer's exclusive benefit, there will be a $25.00 service fee for the discontinuance and reinstatement of service.
Termination of Service By Customer
Customers who wish to discontinue their service are required to notify the City of Franklin in writing of a termination date. The Termination Notice must be submitted giving at least three (3) days advance notice and provide a forwarding address.
Methods of Payment
The City offers many payment options to meet customer requirements. These vary in cost and convenience.
- Bank draft is available without cost by completing and submitting an Automatic Bank Draft Authorization. Bank draft will become effective in approximately 6 to 8 weeks from application date.
- Mail payment in to the office using the envelope provided with the bill. This option is processed through a lockbox service to reduce City cost for manual processing.
- Bill pay options through customer financial institutions (online banking). Most banks issue a check and mail it to the City (allow one week for processing).
- Online utility payments using a credit or debit card is available 24/7 for nondelinquent accounts. A convenience fee is charged by the third party processor.
- Telephone payments may be made 24/7 for nondelinquent accounts. A convenience fee is charged by the third party processor. The number is (866) 696-1916.
- The drop box is available 24/7 and is located at 109 Second Avenue South (in the median) between the parking garage and St. Phillips Catholic Church.
- In person at City Hall in Suite 143 from 8:00 AM - 5:00 PM Monday - Friday.
Utility Billing / Customer Service
The Finance Department is responsible for the billing and collection of customer and developer fees, along with coordinating billing and collection of fees in other water districts within the City. There are five (5) water districts in the City. Questions should be addressed to (615) 794-4572.
Water Treatment Plant
The City of Franklin's Water Treatment Plant is located on US431 South. The present daily capacity for the treatment plant is 2,689,000 gallons of potable water per day. Since the City is dependent on the Harpeth River for the raw water supply for the plant, it is not feasible for the City to further expand the capacity in its present location. In order to meet the demands of our customers, it is necessary to supplement the water supply from the City's plant with water purchased from Harpeth Valley Utility District. Harpeth Valley Utility District is located on the Cumberland River in Davidson County. The supplemental water is supplied to the City of Franklin through two taps. The first tap is located at the intersection of Hillsboro Road and Sneed Road. This tap presently consists of one ten-inch meter with provisions for two additional ten-inch meters. The second eight-inch tap is located on Old Natchez Trace Road. This tap supplies two twenty-four inch feeder water mains into the Franklin network. The water treatment plant is in total operation at maximum capacity 24-hours a day, all year.
Water Distribution
The City of Franklin's water distribution division is charged with the maintenance and upkeep of the publicly owned water network. It is the responsibility of this division to provide the best, uninterrupted service to the customers of the City of Franklin. This division must maintain records and documents as to its operation for review by the State of Tennessee and the Federal Government. Not only does this division provide for the distribution of potable water to its customers, but also provides an adequate supply of water for fire protection.
Wastewater (Sewer) Treatment Plant
The City of Franklin presently operates a 12 million gallon per day sewer plant located at 135 Claude Yates Drive.
Sewer Collection
This division of the Water/Wastewater Department is responsible for the operation and maintenance of the entire sewer collection system. This division has crews that are assigned to replace and extend the sewer collection system. This division is also responsible for the maintenance and upkeep of sewer pump stations located throughout the system.
