The Wastewater Section includes Wastewater Collection and Wastewater Treatment (Water Reclamation Facility) Divisions.
The City of Franklin operates an activated-sludge treatment facility located at 135 Claude Yates Drive. The City presently has a National Pollutant Discharge Elimination System Permit (NPDES) for treatment and discharge of twelve (12) million gallons of treated effluent per day. Limits and procedures were incorporated into the NPDES Permit that allows the City to operate a Reclaimed Water network. The Division is facing increasing regulatory constraints from the Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conversation (TDEC) in the area of Local Limit Loading Reductions to the Harpeth River and additional Capacity Management Operation Maintenance (CMOM) Initiative requirements. Currently, the City has applied for renewal of the NPDES permit from TDEC.
Wastewater Collection is responsible for the operation and maintenance of the Wastewater Collection system including gravity-sewer lines, force-main lines and sewage lift-stations located throughout the service area. Under the Wastewater Collection Division, Staff is responsible for the Service and Maintenance, replacement and extension of the Wastewater Collection system which collects and transports Wastewater to the Water Reclamation Facility. It is anticipated that the Wastewater Division will be facing an increasing workload in order to maintain compliance with EPA’s Capacity Management Operation Maintenance (CMOM) Initiative requirements.
