Shauna Billingsley

Shauna R. Billingsley is the City Attorney for the City of Franklin, and she has served in that capacity since her appointment in February 2010. Ms. Billingsley has worked for the City since 2007 when she was hired as Assistant City Attorney, and she served in the capacity of Interim City attorney from January 2008 until her appointment to City Attorney. She previously worked for the State of Tennessee Department of Commerce and Insurance, and prior to that she practiced law in the Dallas/Fort Worth area, focusing primarily on business litigation and family law issues. She is a native of Johnson City, Tennessee, and graduated from Texas A&M Law School (formerly Texas Wesleyan University School of Law) in May 2003. Ms. Billingsley is currently licensed to practice law in both Tennessee and Texas. She is a member of the Tennessee Bar Association , Texas Bar Association, American Bar Association, Williamson County Bar Association, Nashville Bar Association, Tennessee Municipal Attorney Association, and the International Municipal Lawyers Association. She is an alumnus of the Tennessee Bar Association Leadership Law Academy.

Ms. Billingsley presented a paper on ethics to the Tennessee Association of Municipal Law Clerks and Recorders at the 2008 annual conference and presented a case law update to the Tennessee Municipal Attorneys Association at the 2008 annual seminar. Most recently, she co-presented a paper on Employment Law at the International Municipal Lawyers Association in 2015.

Ms. Billingsley is an active member of the Franklin Rotary at Breakfast, where she is Past-President, and she is an alumnus of Leadership Franklin. She served as the District II representative to the Tennessee Bar Association Young Lawyers Division Board for two terms. She is the district representative to the Tennessee Bar Association House of Delegates and is the chair of the Tennessee Bar Association Public Education Committee. Ms. Billingsley serves as a board member for WAVES, Inc., as well as for Feed America First. She is currently president of the Williamson County Bar Association.
