NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR LETTERS OF INTEREST: The City of Franklin, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional engineering consulting firm to provide various engineering services related to Intelligent Transportation Systems (ITS) as described below:
Traffic Operations Center (TOC) Phase 3 (Infrastructure and Upgrades)

The development of contract construction plans and specifications for an ITS network for the City of Franklin. The project will include the following ITS devices:
Dynamic message signs
Closed Circuit Television Cameras
Fiber Optic Communications
Traffic Signal Controllers
Transportation Management Center Equipment

All letters of interest must be received by the Engineering Department on or before 4:00 p.m. (Central Time) Thursday, May 29, 2008. The letter of interest shall indicate the scope of services to be completed by any sub-consultants. All sub-consultants shall be prequalified by TDOT to perform the specific tasks required.

The City will evaluate the current prequalification statements on file for those submitting letters of interest and choose several firms who would make viable candidates from which to invite proposals and/or presentations. The factors that will be considered of proposals are:
Past experience in the required disciplines with TDOT and other clients.
Qualification and availability of staff.
Demonstrated ability to meet schedules without compromising sound engineering practice.
Evaluations on prior TDOT or City of Franklin projects, if available.
Size of project.
Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and non-discriminatory action based upon the grounds of race, color, creed or national origin. Concessions Building, Announcers’ Tower, and Pavilion - Project No. 1597
NOTICE IS HEREBY GIVEN that the City of Franklin, Tennessee will receive sealed bids in the Office of the City Engineer, City Hall, 109 Third Avenue South, Suite 142, P.O. Box 305, Franklin, Tennessee 37065, until 2:00 p.m. on June 17th, 2008, at which time the bids will be publicly opened and read aloud for the following project:

Concessions Building, Announcers’ Tower, and Pavilion - Project No. 1597
The project constitutes, but is not limited to, the construction of three new structures and related site grading and utilities, and Mechanical, Electrical Plumbing Engineering and construction work to be provided under a design-build contract through the General Contractor.
The Bid Documents may be examined beginning May 19th at the following locations:

Copies of the documents may be obtained at the City of Franklin Engineering Department, City Hall, 109 Third Avenue South, Suite 142, P.O. Box 305, Franklin, Tennessee 37065, by paying a non-refundable fee of $150 per set of said documents, plans and specifications. Receipt of payment will place bidder on approved Bidders list.
A Pre-Bid Conference will be scheduled prior to the bid opening. All current plan holders will be notified of the time and date of the pre-bid a minimum of 3 working days before its occurrence.
Each bid must be submitted on the Bid Form(s) provided in Bid Documents along with the other documents required and either accompanied by a Bid Bond Form, properly executed on the form provided or a Certified Check or Cashiers Check drawn on a National or Tennessee Bank in the amount of 5% of the Total Bid Price.
The envelope containing the vendors bid must be sealed and contain on the face of the envelope the word “BID”, the name of the Project, Bidder’s Name, License Number, Classification and Expiration Date in accordance with State law (TCA § 62-6-119). Electrical, Plumbing, Heating, Ventilation, and Air Conditioning as well as any additionally required Subcontractors’ Name, License Number, Classification and Expiration Date in accordance with State Law (TCA § 62-6-119), and the Time and Date of the Bid Opening shall also appear on the envelope. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation “SEALED BID ENCLOSED” on the face thereof.
All Bidders’ must be licensed contractors as required by the Contractor Licensing Act of 1976 (TCA Title 62, ch.6).
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays before the time set for opening of bids, as well as bids received after the time set for opening of bids, shall not be considered and will be returned unopened.
The governing body of the City of Franklin, Tennessee shall reserve the right to reject any and all bids if said body deems it necessary in the best interest of the citizens of Franklin, Tennessee. NOTICE IS HEREBY GIVEN that the City of Franklin, Tennessee will receive sealed bids in the Office of the City Engineer, City Hall, 109 3rd Avenue South, Suite 142, P. O. Box 305, Franklin, Tennessee 37065, until 2:00 PM. on Tuesday, June 10, 2008, the bids will then be publicly opened and read aloud in the City Hall Boardroom for the following project:
Bradford Drive
The work includes the following elements:
Construction of approximately 900 linear feet of 2-lane roadway including, but not limited to, construction of travel lanes, roadway ditches, 8” ductile iron pipe potable water line, 8” PVC sanitary sewer line, hydrants, manholes and all other necessary appurtenances.
Plans, specifications, and contract documents may be examined at the City Engineer’s Office, the F.W. Dodge Plan Room, Nashville, or at Wiser Company, LLC; or, copies of these plans, specifications, and contract documents may be obtained from Wiser Company, LLC, at 1431 Kensington Square Court, Murfreesboro, Tennessee by paying a non-refundable fee of $150 per set of said documents, plans and specifications. Receipt of payment will place Bidder on an approved list.
